For 400Hz AC input, the most likely cause of low PF is too much X-cap in the EMI filter.
At 400Hz, the line-filter X-cap impedance is 1/8 that of 50Hz line, so reactive current is 8X higher.
This higher reactive current lowers the PF especially with only a 60W real load current.
There may be some distortion in the current, too, but you did not provide any waveforms or schematic diagram.
Without these, excess X-cap value is my best guess to account for your low PF.
