As we all known that The VCC is used as bias supply and other internal reference for TPS92643 itself. 

My question is:

if this VCC power rail also be used for other components at the same time?

    Hello Bin, 

    The linear can support up to 45mA (min).  Of course the switcher needs some of that current to support switching, and that depends on the switching frequency.  You can use it to support other devices as long as it isn't a total current (643 current and other device current) of 45mA.
