TPS22917: Does the TPS22917 - RCB work even when Von is low? (REVERSE CURRENT BLOCKING)

Hello, I have three questions.

1. Does RCB (REVERSE CURRENT BLOCKING) work even when the 'ON' pin is disabled? (Von < ViL)
 The datasheet doesn't clearly state this. (I am leaving a question because I do not fully understand the 9.4 table.)
 Is the QOD-based discharge function the only function?

Or, as shown in Table 9.4, when Vout > Vin, does it force the switch(Von) to "OFF"? (I can infer this from the information, but I'd like to confirm this for sure.)

2. regarding the RCB-related characteristics below, does the RCB only operate when the IRCB value is 500mA to 1A?

3. Does the RCB operate when VIN=0V and VOUT=5V? (Does the RCB operate when Vout>Vin regardless of Von:ON/OFF?)

2. When 1 is satisfied, does the RCB only operate when the reverse current is 500mA to 1A?
