Hi Sadiq,
An Open load fault is cleared when (Vvs -Vout > V(ol,off)):
so you would need the voltage difference between Vin and Vout to be greater than 2.6V
however as their is only a pullup on VOUT you only need a resistance that pulls down more than R Pull Up

If you add a pull down resistor at the output than there is always a path to ground. ( no open load condition). This equation (Vvs -Vout > V(ol,off) is true
Why we need pull up in this case?

Open load detection is a feature of the device to determine if there isn't a load.
The device always had a leakage current so in order for the device to determine if their is an open load it needs a pull up resistor between VS and VOUT
