BQ4050: Parameter Settings for battery cell balance

We noticed in the BQ4050's cell balancing logic that:

"On the basis of the cell voltages, the BQ4050 either selects the appropriate cell to discharge or adjusts the cell balance threshold up by the value programmed in Cell Balance Window when all cells exceed the cell balance threshold or the highest cell exceeds the cell balance threshold by the cell balance window."

What is the reasoning behind the mechanism of this statement?
Additionally, we use lithium iron phosphate battery cells. Are there any recommendations for the parameter settings related to cell balancing?

    There are two scenarios which could happen for cell balancing:

    1. One cell is unbalanced due to being too low: The gauge needs to slow down most cells to make sure this low cell catches up to the other cells
    2. One cell is unbalanced due to being too high: The gauge needs to slow down this high cell.

    There could be situation where we need the adjust the parameters of the cell balancing where we need to cell balance multiple cells at the same time.
