Tool/software:

Is there a minimum load required on the secondary? Does this controller utilize a pulse or skip mode to avoid the output voltage from ramping too high at low currents? Or does it lower the duty cycle to 0%? How do I determine what the minimum load required is to ensure the output voltage will not creep up?

    No.

    There's no intended power skipping, it's natural reaction from IC. The regulation is based on FB pin voltage, when it reaches 2.5V and higher, then there will be no pulses from the OUT pin.
