TPS7A03: High current consumption on TPS7A0330PDBVR even without any load

So I tried testing stand alone IC TPS7A0330PDBVR on my bare PCB to see the Quiescent current without any load at the LDO output. When I supplied 4.2V at the input the current consumption was showing 6mA which is very high compared to what is mentioned in datasheet. What can be the reason?

I checked this on multiple ICs to avoid possibility of damage on any of the LDO but all were consuming same amount of current. Also, observing that the o/p voltage is not 3V instead it is 3.7 - 3.9V which is strange considering the part is dedicated for output voltage of 3V.

    When you say the standalone IC does that mean you have no output capacitor? If there is no output capacitor, the FB loop will be unstable (negative phase margin) and cannot regulate. Neither output nor any other specs will be within acceptable range. See the reccomended operating conditions table below (note the range >1uF output capacitor row):

    Does the output oscillate between 3.7V-3.9V or is it constant and the range just across different ICs?
