Is it safe to use the "DIM" pin on the LM3406 as an enable disable (on/off) function? The data sheet reads like this is OK, but I thought I should check to be certain.

Yes, from the LM3406 datasheet, it looks like it would be fine to use the DIM pin for an enable/disable. But the gate driver and other support circuitry will remain active.

Hi Guys,
I wanted to add that you can put the LM3406 into a low power state by pulling the RON pin below 0.3V. A little signal-level NFET is perfect for this.
