TPS63051: Regulator stuck in OVPM mode

Hi, I have a PCB using the TPS63051RMWT and the regulator is stuck in OVPM mode. I am supplying power with a 3.7V Lipo Battery 400mAh.

When I plug in the battery, the 3.3V test point reads as 6.7V when measured across ground.

Here is the schematic of the regulator alongside the pcb layout.

Can you help identify what is going on here?

Could you have a quick check that whether the top feedback resistor R1 is correctly mounted?

Yes I checked the continuity for all components connected to the regulator.

I believe the issue is that the TPS63051 is a fixed regulator, and the circuit i made is for an adjustable one. Is this correct?

To fix this issue, I can just swap in a TPS63050 regulator correct? Then the regulator will output 3.3V correctly?

Totally agree with your comments. Sorry I didn't notice this.

Actually, you may do another quick experiment if available: remove R4 and short R1. If the Vout is right 3.3V, then I think there is no issue of the circuit, except the chip version.

Thanks for your help! Voltage at the output is reading as 3V3 after removing R4 and shorting R1. We also removed C7 as well.
