Hi Brian,
We may have 17V+ Vin max parts that can do this but most with I2C are higher current parts. I see you have listed 1A output. Is it OK to look at higher current parts for this? If so, I can find some parts. Also when you state -5V, I assume you want the device to run in inverting buck-boost converter fashion which a typical buck can do.

Not sure about -5V using I2C but probably can do it using inverting buck-boost topology.
