2-series lithium battery protection IC (battery side); 

overvoltage protection: 4250±25mV;

undervoltage protection: 3000±80mV;

charge overcurrent detection voltage: 150mV;

discharge overcurrent detection voltage: 150mV;

short circuit protection detection voltage: 500mV;

0V charge prohibition: yes;

power consumption: 9uA (MAX);

package(optional): SOT23-6; pin definition: 1=DO, 2=CO; 3=VM; 4=VC; 5=VDD; 6=VSS.

    I think the best 2S protector for the specifications you've listed is our BQ77307.

    Something to keep in mind, the user can program the settings they desire with an MCU; however, it will reset to the default configuration if the device resets. If the user desires an OTP of the device with their configuration (the device will reset to those OTP'd settings, instead of the default), there needs to be a sufficient business case for TI to do so. Further information regarding this is mentioned in Section 7.3.2 Configuration Using OTP or Registers of the datasheet.
