Problem solved!
A 1K was installed where a 10K should have been.
I modified the values on an EVAL board to get 7.0 volts output. Worked fine. But the new PC board only outputs 1.5 volts. All component values checked. I see 7.3 volts at pin 6 but not on the inductor output.
All component values were selected by WEBENCH. Input 9-75v, Output 7.0v @ 300ma. Nominal load will be 41ma.
Any ideas?
Note, it's not the load or defective components. All 5 samples do the same thing. C13 was also removed to no effect.
