Battery Charging 2cell LiPo from Solar Cell

I am sorry if this question seems basic since I am just getting started on this. I am trying to build a circuit to charge a 1300 mAh 7.4V 2cell LiPo battery. I was wondering which parts you would recommend to do the charge management of the battery. I was looking up some parts and I was wondering if the BQ24123, BQ24103 or BQ24113 would work. I am just confused because they all say that 2 cell operation is at 8.4V, and my battery is rated at 7.4V (and I thought that for LiPo batteries you have to match the exact voltage). So I was wondering if I should just have extra circuitry to decrease the voltage from 8.4V to 7.4V and still use one of these three parts. In addition, I will be charging this from a solar panel, so the current will be very low (we are aiming for around 100mA). Therefore, I am not sure if this part would still work, but take some extra time to charge the battery since we are doing it with a lower current. Any tips on how to do this would be really helpful.
