What voltage should I expect to see at the output terminals pins 18, 19 (TSSOP20 package) of a BQ24001 charger IC when Vin pins 2, 3 is powered (approx 5V) but no battery is connected?

Maximum dropout voltage is 0.7V with charging current. Without a battery, the charging current is zero thus the dropout voltage will be very small. Please se figure 8, 9 and 10 in the DS.

The data sheet defines dropout voltage as Vin - Vout . So with basically no input current, I should then expect the output voltage to be very close, say just a few tens of mV lower than the input voltage?

Yes, you are right; the dropout voltage can help you find the output voltage based on the input voltage. In your case, with no-current, the dropout is very small.
