TPS2378 - Is Layer 2 classification required for 802.3at PD @ 30W

It looks like the TPS2378 will handle layer 1 power classification for 802.3at.  Is an 802.3at PD required to also do layer 2 (data path) classification for 30W or higher ?  I am not sure I understand the 802.3at PD requirements fully.
