Basically this circuit does what the text above it says--it regulates the holding current for the two step current algorithm. I would encourage you to read the app notes on the product page about this IC to learn it.

There is also the newer bq24450.

BQ24450 datasheet very clear and sufficient. I have solve my problem.

New question: bq24450 and uc3906 schematic is same, what differences as new features of BQ24450?
