TPS73801 malfunction

Hi,

I have a circuit using TPS73801 that I can not shut down totally. I have a 10K pulldown resitor on enable and measured value on that pin is 0.03V.

When I apply an input voltage to the regulator (13V) the regulator leaks around 1.1-1.4V to the output and the current consumption is around 1.8mA. The load is a MCU held in brown-out-reset and not consuming any noticable current at all. R1 is 3k3 and R2 is 5k6. This results in a 3.3V output when the enable pin is high.

Cin is 10uF X7R,  Cout is 4 x 22uF X7R

If I connect a 1K resistor between out and gnd I can pull down the output to 0.3V and the current consumption goes down to 0.6 mA.

What could be the reason for this leaking. I have changed the regulator once and the behavior is exactly the same on the new one.

All signal levels around the regulator seems normal but the idle current is too high and the output is not turned totally off.

I have tried 2 different batches of components from 2 different suppliers so what can possibly be the problem? Is it easy to damage the part while soldering it or is it just impossible to turn off the output on this product?
