Dear Sir,
The following is the schematics for the power supply card. The C16 is connected improperly and has been corrected. This card shows a strange behavior. When i switch this card ON by giving external 5 volt supply, the card 12V output does not go ON immediately. After switching it ON OFF multiple times, the output 12V becomes active otherwise it is 0V. However i have observed that the input to U8 ( TPS61081 ) is always 4.8V-4.9V but output is not 12V always. All this is happening even if i do not connect it to any load. I am not able to make out why the 12V output shows this strange behavior. According to me TPS61081 is the culprit but i am not able to understand why? Why does it sometimes goes ON and why sometimes OFF.? Why does it go ON after 5V input supply to the card is switched OFF and ON again and again?

I am not able to solve the issues and even make out why the card behaves properly after 5V input is switched OFF and ON continuously multiple times. Please help me.
