TPS65721 does not charging Batt issue??(urgent)

Hi TI engineer,

I've a problem of TPS65721 does not charging Batt  issue!!

Application is Potable GPS module.

Conditions :

  1) Battery : (300mA) / 3.45V ~ 4.2V

  2) external Input Power suppy : 5V / 500mA (PC USB Power supply)

Dosen't charging issue :

 after integration the Batt in Module board, and then supplied the USB Power,

PMIC output voltage should be output 1.8V & 3V, but the output voltage is 0V..

In order to verify test the Batt(300mA),

  the Batt is full charged w/o any connected Power supply(USB) at that time,

    And then It's worked for 9hour 30minutes.

Question :

Even integrated the Batt in Module, when connected from external power supply(5V),

Is PMIC must output normal volatge?

but It dose not work  at all.

It's happened sometime randomly cycle.

as I think because of detection the external Input volatge with PMIC's internal switching function.

- The PMIC should be output normal volatge?

Could you pls review the attached TPS65721 schematic?

and pls advise some debugging point with TPS65721EVM?
