BQ24070 gets very hot with only 250mA of current draw

I have implemented the BQ24070 in a scenario where it charges a backup battery (18650) when external power is available and uses the battery as a power source when the external power is gone.  The area of the board where the battery charger is placed gets warm and the BQ24070 is hot to the touch. 

I estimated the power dissipation using equation 10 on page 21 of the data sheet to be 1.25W.  With a battery inserted and charging, the current into the board is about 250mA.  The system load is about 130mA.

I know the package is small, so 1.25W dissipation may be enough to cause the heating I'm observing.  However, I don't have a good intuitive feel for what the temperature should be especially with only 250mA into the board.

Also - we followed the layout specified in the evaluation module.

Is this normal with this charger?  Or is this an indication that I may have something wrong with how I'm using the part?
