Is the LMZ23605,has UL,VDE etc certification?.
Can I connect it directly to outside power or I need additional filters for compliance with the Safely Labs?
If filters are needed, do you have recommendations?

There are few components that have UL certification, and when that happens, it is clearly listed in the datasheet.
Anyway, please take into account that UL certification is NOT related to EMI/RFI but to safety, so filtering is usually not involved in complying or not with UL. A UL engineer must imagine possible locations of faults and see if a fault can compromise human safety, and/or create a fire, etc.
If you don't have a standards expert in your company you should consider hiring one, even temporarily, to check this issues with you.
The LMZ23605 does not have UL certification.
It has been shown to pass CISPR-22 Class B (EMI specification) when used as described in the Evaluation board documentation.
