Li-Ion battery charger with UPS

Hi,

I want to create a circuit charge a Li-Ion battery(3,6~4v). I have a microcontroller with wireless module that can't be shutdown and use this battery to stay on, then the charger need to use UPS system (Uninterruptible Power Supply).
The power supply will be a solar cell (27v 5w or less) , the battery is a Li-Ion (3,6~4v and 1000mAh ~2500mAh) and the Vin of microcontroller is 3,6v.
This charger would have a over-voltage and under-voltage protection.
If anyone have a project to this, I don't know how to make it.

Thanks.
