Battery Chargers for New Chemistry to meet standby consumption below 20mA?

Can you recommenda a device from the following question from a customer in my area:

"I am building a charger for a battery based on a new chemistry. Thus I am assuming that all device that assume a specific chemistry are not a good fit. I also assume that this technology will do for batteries what white LEDs are doing for lightbulbs. Specifically: The new law will require battery charger’s standby power consumption to be below 20mA.

Which TI power supply products meet (or will help me meet) this requirement? I need to build a 1500 Watt battery charger (300 volts at 5 Amps). Which means 15 amps at the 120 or 7.5 on a 220. Assume that the charger is left plugged in 34/7. I need the charger to go to sleep when nothing is plugged in.
