BQ2057W charging and supply problem

I am currently using the circuit as shown below

In the current case my input is 24V I am using LM25005 and bring it down to 9V. This 9V I am OR-ing with battery circuit as shown. This then generates all the other power supplies on my board.

Please note all the other power supplies are tested with load conditions.

Also please note I have led for 9V which tells

When I connect my li+ battery(not the main 24V supply) on J20 the 9V led lights up along with D27, but not D13.(this I don't understand)

In this case the output of CC pin is 0.0V.

then I removed my battery and connected 24V supply. D27 D13 and 9V's led all lit up.(this point is ok even it doesn't detect that there is no battery)

In this case the output at CC pin is 0.8V.

Then I removed the transistor(Q4) and plugged my battery here only D27 lit up (with help of this I managed to isolate the error to transistor. I checked the PCB layout and other connection details to confirm they were OK, I wouldn't know if I have misinterpreted any information in the datasheet). (I did remove and put back a couple things on the board to get this result.)

I am currently getting a charging current of 0.45A when I replaced R85 and R86 with 0E2-0hm and R84 with 0-ohm I got a charging current of 0.67A. Is this ok or should it properly double.

Also I don't intend to use TS and Auto comp, hence the respective connections. Please let me know if they are OK or not .
