CE low disconnects AC and USB inputs from Out but leaves Bat connected to Out. Out is always connected to one of the power sources when present.
I'll ask the device engineers to confirm this.

Your answer is correct. The CE is chip enable pin. The device enters the low-power standby mode when the CE input is low with either AC or USB present. In this mode, internal power FETs, that connect the AC and USB to OUT, are turned off. And the FET that connects the battery (BAT pin) to OUT is turned ON to power the system.
