Wrong VOLT and RSOC read in bq27000

Dear Sir,

I have a problem reported from our end-customer. 

the product is a battery and it uses in a handset. the handset could read the RSOC and VOLT value from bq27000 through HDQ.

however, the RSOC and VOLT is not reported correctly .

the case is that the RSOC and VOLT are always remaining the same no matter charging or discharging.

for example, RSOC = 3%, after charging to full and discharging and full charge again, it remains at 3%. 

VOLT is 0F70 (3952mV). after charging to full and discharging and full charge again, it remains at 0F70

the customer has checked the actual voltage is 4200mV by voltmeter, however the gauge reported as  0F70 all the time.

what causes that could make VOLT and RSOC freeze at the old value?

we have build quite many of the same batteries with same circuit and EEPROM. none of them had the problem except the one reported

do  you have any idea?
