ucc28950 thermal problem

Hi everybody;

I'm at the beggining of phase shifted and I only gave 15V to 23'th pin of ucc28950 and a GND to 24'th pin. But the tempreture of IC goes up and when I measure Vref pin I see 6.7 V instead of 5 V. Does it need any connection to see 5V or something wrong?
