Which Communication Board should I use to communicate with the BQ34Z110 device over I2C it is not clear from the manual to use EV2300 or EV2400 or does both work

Either communications adapter will work with the bq34z110.

Do you guys know when the BQ34z110 EVM will be available ,I got an answer in the Forum that it would be end of Desember 2012 ,Just checked the web and still not available
