The LM317 is a good choice but the current limit is fixed. To get both an adjustable voltage and current limit you will need to use a LDO controller to control an external transistor. The UC2834 LDO Controller has an adjustable voltage and current limit.

what's the maximum ambient operating temperature going to be?
Why 40V, will you be operating at this continually? 40V is quite high. 40V -15V = 25V x 1A = 25W = a lot of heat. A typical TO-220 part can only handle a couple of watts, so you may need a switcher.
