I would like to know the power consumption of the TLC59116 when the oscillator is not running : Icc max value when bit4 is set in MODE1.

Sébastien,

The OSC bit will result in reduction of ICC by 2mA to 4mA. There are several other blocks in the TLC59116 that remain on and account for the remainder of the current.
