The EN/SS pins of several TPS56121 should not be connected together directly. In Figure 19 of the datasheet, you can see the profile on EN/SS pin. After the initial calibration time, the EN/SS voltage needs to be pulled below 0.4V to start the PWM switching. But from part to part, the calibration time could be slightly different. If on one part, the EN/SS is being pulled low while other parts' EN/SS is charged up, there will be some interference between those parts and affecting the soft-start.
One solution is to use an open-drain switch to connect to the EN/SS pin for enable/disable. All the open-drain switches for several TPS56121 can be controlled by a single control signal.
