LM2621 datasheet claims Vout max of 14V out. However, it has a 10V max on the BOOT pin, which is the output. Is the max Vout 14V or 10V, or less?

Maximum Vout for the LM2621 is 14V.
This is explained in the BOOTSTRAPPING section of the data sheet.
The output should be connected to Vdd (BOOT) when the output voltage is between 2.5V and 5.0V. Outside this range these pins should be connected to a different supply. The maximum supply voltage that can be used at BOOT is 10V.
If you do a design in WEBENCH they will show an external 5V supply used. I have attached a WEBENCH design to show this:
