LM2940 stability

Hello Sir;

Currently our design using this part to regulate 13v to 12v. We placed one 22uF(12103D226MAT2A) ceramic at the input and three 22uF(12103D226MAT2A) ceramic.  The output is not stable and causing a lot of noise. We know that it could be due to low ESR issue. Our circuit current requirement is ranging from 50mA to 200mA. I've checked the datasheet and it says that at lesser the current, the stringent the ESR requirement. But is was quoted when an output of the regulator is at 5V but our circuit output is 12v. Is the diagram applicable for 12v as well? will the ESR requirement will be different for different outputs? Please advice.
