Lithium -ion Charger and protection

Hi There,

I have been doing some research on making Lithium ion battery packs. I understand that  I need a protection circuit board (PCB) which goes in the pack for over/under voltage protection etc. Is it that if you have a dedicated charger IC for each cell than you do not need this protection? Each IC is monitoring each cell. But if you have a multi cell charger IC than this protection is need for balancing and over/under protection.

Any help is apperciated
