Hello,

On testing UCC28810EVM-003(Universal AC input, max. 58.5VDC output, max. 500mA for each of 4-LED strings)

I found that it has a noticeable delay(about half a second) at start up.

Could someone tell me why the delay is introduced?

If possible I want to make it start without any delay.

This delay is part of the soft start to prevent excessive stress on devices and an orderly startup.

To drive LED strings safely what is the smallest delay recommended, and how to make it happen?

The EVM as I said was optimized with this delay for general use to mitigate stress on power components. While it may be reduced this may impact reliability on startup. This is a high power LED driver and not a light bulb driver. Often this will replace high bay lighting that will even have longer start up times.
