Is it possible to use a 20zXX f.g to charge and simultaneously at the same time? ie, have a load also run off the charger terminals whilst charging? what are the implications?

The battery pack will either be charging or discharging. It will not be doing both at the same time. If the charger is supplying enough current to power the load and charge the pack, then it will be charging. If the charger cannot supply enough current to supply the load and charge the battery pack, then the pack will either be charging or discharging depending on the direction of current flow through the sense resistor. It would be preferred that the pack not oscillate between charge and discharge states during the process and this could occur, if the load is not a constant load. If the pack does charge and there is at least a 37% change in the SOC between the rest periods, then it should still qualify for a Qmax update. I think that you will have to test your scenario to see how it performs as it will be difficult for us to provide an absolute answer.
