I am planning to use TPS2511DGN as USB Auto detect device
Do you know if no USB device is attached, does the output voltage still be 5v or it is only applied when device connected?

OUT will be connected to IN by the internal switch when EN = HIGH (no matter what is connected to DP/DM. You can find some characteristic waveforms in figure 6-15 of the datasheet.

I reviewed the Datasheet and it looks that I need to use the Application note of SLVA464D–May 2011–Revised May 2012
Can I order the full kit that includes PCB, components and IC in order to analyze the behavior of the device?
Is it possible? What are the options?

The design covered in SLVA464D is not available to order as a kit, but the TPS2511EVM is available (http://www.ti.com/general/docs/lit/getliterature.tsp?literatureNumber=sluu945&fileType=pdf) for order.
TPS2511EVM contains both the TPS54240 buck regulator as well as TPS2511 in a fully assembled/tested unit.
