Answer:
The converters are internally cascaded. All capacitors must be present to obtain 3.3volts at the output of converter 2.

Answer:
The converters are internally cascaded. All capacitors must be present to obtain 3.3volts at the output of converter 2.
This is true, C1F, C2F, C(OUT1) and C(OUT2) must all be present for the 3.3V regulated output (OUT2) to operate.
However, unlike OUT2, OUT1 can operate with only C1F and C(OUT1); (i.e. without C2F and C(OUT2) present).
