Can I bias the GND pin of the TPS2115A to -2V in order to mux a 0.9V supply?

Answer:

Yes.  Be aware that all inputs must be referenced to the -2V bias and if no load is applied to the output during shutdown, an internal high impedance path pulls the output to the -2V bias level.  I built and tested this circuit in the lab.
