VBIAS is the internal regulated voltage rail. The VBIAS cap is the output cap for that rail. It is required for stability of the internal supply. The recommended range of values is 0.1 to 1 uF It may not be stable beyond that range. It has only been tested in the range specified. I highly recommend going no lower than 0.1 uF.
