Problem about the TPS54317

Two chips of TPS54317 are used in my PCB board. But the output of the 54317 is 0V. There is no evidenct to show this chip is working. I don't why.

With the pull-up resistor, the PWRGD is always high whenever the ENA is asserted or not.

The PH, BOOT,VSENSE pins are 0V.

The VIN is 3.3V, I have comformed it for several times.

Could someone help me to analyze this problems please? Thanks sincerely.

    I don't see anything that jumps out at me on teh schematic.  Can you provide some waveforms?  Specifically, PH and SS/ENA to start with.  You will probably need to trigger on the rising edge of VIN to see what is happening as teh IC attempts to start up.
