Problem in produccion with TPS23753 POE

We noticed that your symbol (schematic) for the flyback transformer has the "dots" in the wrong place for secondary, bias, and drive. But according to the Coilcraft DS your pin #;s seem correct for a flyback.

 What is the meaning of "POE no start up"? Are you using a real PSE or just a dc power supply? Remember that with a real PSE implementing MPS that the PD should load the PSE with more than 10mA.

Is the real PSE and the circuit is loaded with 250ma. But the circuit does not work, only in 25% of cases.
