For the LP2951, the graphs for quiescent current vs input voltage stops at VIN = 8V. It looks to be leveling off at that point. Does this mean that at VIN=30V, we should expect the same quiescent current as at VIN=8V?

At low output current the bias will be constant between 8V and 30V. At high output current the bias will get a little better (lower Iq with increased VIN) because PNP beta increases with voltage due to 'early voltage' effect.
