Due to the LM317 design, the output current specification is based on the Input-to-Output voltage differential (i.e. Vin-Vout). Not to any ground referenced input voltage or output voltage.

The output current begins to taper off when the input to output voltage differential exceeds approximately 13V.

For (Vin-Vout) ≤ 15V, the output current will typically be 2.2A, and at least 1.5A is ensured, as long as power dissipation in the package does not activate the thermal protection circuitry which will further limit the output current.
