LP38692MP-3.3/NOPB pad specifications for 70 degC/W

Hi there,

On sheet 3 of the datasheet it indicates in note 4 that a pad of one square inch will give 70 degC/W. What weight of copper is this for?. How many other PCB layers are required? How many vias? Where can I get more detailed information so I can design for this part?

I can not find any specific historical documentation for the origin of the 70 degC/W rating for the LP38692MP (SOT-223). My best guess is that this is with 1oz copper, all on one side of a two-layer board.
