BQ24630 - Charging Stopping, can't figure out why

We've been using the BQ24630 for a little while now; one design has been active and shipping for well over a year, and it works fantastically.  We decided to move this design to another product, and started having issues.  The initial design was mostly a copy of the reference design, with some minor tweaks.  This schematic was copied to another design.  Same components, same designators, same parts...  but pcb layout changed due to using an external board house.

The problem is, the battery will charge at the programmed rate for 2-5 minutes, then terminate.  The battery is not full, and nothing appears to be overheating.  I've verified every component; they are the right values, and are making the appropriate connections.  It gets more confusing, because if I short TCC (instead of the 0.1uF cap that is normally there), the battery charges until full, as expected.  0.1uF translates to over 2 hours, so it's not a timer issue...  but disabling termination fixed the problem, so it is a termination issue.  Termination without cause, it seems.

Suggestions?  At a loss at this point, and I'd rather not ship a product with the Safety Timer disabled.
