LM3406HV, "strobing" Help Please!

Hi, I have a LM3406HV setup to drive at 1A.    What i am getting is an output that is "strobing".  Its flashing between 5 and 10Hz, irregullary..  I'd guess its on for about 50%  The Dim input is tied High via a pull up resistor so that is unlikely to be the issue.   This design was derived from teh Workbench.

The leds that is attached to the outputs ( B+, B- ) are 3 blue leds in series.  Vfd = 10.9V. This is arranged to drive 1A.

THere is a low level audiable buzz coming from the circuit.

I am concerned that my PCB layout is not very good.   I had made a small error, and have had to hack and attached an airwire into the pcb

What would make the Circuit apparently shut down like this.   Because its not a regular flash,  i'm wondering if its a currnet limit?

the trace below is the what i'm seeing at the CS pin.  It seems to be well exceeding 300mV?
