bq20z45 v 1.05 will not shutdown with command current is less than zero

The shutdown command is not working all the time for us.   voltage is below charger present. current is below zero.  We always have -3ma showing even after CC offset calibration and after fixing our Kelvin connections for current shunt sensing.  So is the documentation wrong? do we need ZERO current or is discharging allowed to be happening for shutdown command to work?
