Refering to the functional block diagram, any DC voltage will stop the oscillator and thus the counting.
If you want termination then stay above 0.25VDC and to qvoid counting by noise, stay away from the 0.75V counting reference, thus 1 to 4.2VDC is good.
The TS bias is a good choice
