Balancing supercapacitors and charging them at high current

I have to connect 9 supercapacitors rated at 2.5V each in series.

I need to charge them preferably in series from a 28V supply at 5A maximum current.

I need a circuit accross each capacitor for active balancing.

Can someone please help me with an active balancing circuit for the above scenario?
